Rubbish. As it is some teams already play for draws. By having the team that wins on pens awarded an extra point, this will only serve as an incentive for weaker teams to play for draws and banking on getting an additional point from pens.

yeah exactly...its absurd...why would they want to implement such a system? their gonna ruin the whole game and there be less entertaining games..weaker teams would play it out just to get that extra point..absolute rubbish..hope the FA wont implement this but 100% wont..

M-League did try out this for a season...

somehow i notice a trend in malaysia...

everything is a guinea pig for those "smart" politicians up there...

education, teaching maths and sci trial run (a few years back)
football, that penalty idea, then amount of team, then amount of round

and the list goes on
