i also want to port out. but what is the steps? settle the current bill first then mnp to other telco? the advance payment that we pay when can get it back?

what is the outstanding bill means? currently my balance is rm 43.75 . due date is 10/9/2017. is this the outstanding balance? but this is for invoice period 07/07/2017- 06/08/2017

i use p38. currently having issue with data only restristed to 2g when use at home. so very frustrated. if i don't settle the july payment, maybe will get rejected if port out later.
