Most of the astro card sharing provider will have their infrastructure within or nearby to Malaysia, simply because of the satellite's coverage. You still need the satellite feed before you can do any "distribution" to IP based solution.

If the VPN server is in Malaysia, it will be bound to local law, make it easier to trace the originating source I think you need to understand that VPN only provide encryption, it is still possible to track down all the connections if the authority have access to the VPN server (if it is local).
