My Condo here every contractor come in and come out we have apply with the management in advance even just for service air cond.
My case now the wire man just called me up that tomorrow he will come to fix the water heater but i didn't apply with management for that, and tomorrow office no open.
your condo have the same rules ? are they really no tolerance on this , scare if tomorrow they insist wire man cannot come in.

same for my condo as well. pain in the arse? yes. security? yes. but most importantly if this rule not in place. lets say your next door neighbor brought in a contractor to do some work and they left a huge mess at the common area and maybe some damage to the walls and lift as well. if your neighbor feign ignorant, who's gonna pay for it?

well, the security guards will not budge. they shouldn't. else who knows what else they close one eye to. they do not have the authority anyway.
