There's a SMC Reset switch on the board if you have not tried it. Page 113
Try remove GPU and see you can boot from it. I think the machine can boot if GPU is removed, just not when it's bad. May be see you can hear the chime or see the network shares if it does boots.
If not, at this point, i would remove all attached hardwares and try do a simple test one by one
any usb devices, remove it
remove hdd
remove cd drive, cable should do

As suggested, SMC Reset is just easy as Pull Out Power Cable wait for 15-20 seconds, then plug in power cable wait for 5 seconds, turn on power switch. In fact, No Luck.
Reset Button On the Right of Logic Board, PRESSED but No Restart at all, I should say Nothing Activities after that.
Hear No Chime, just turned off before Chime.
Boot up without Graphic Card, No Luck too.
Bout up without all devices : removed Hard Drives, USB Devices included Keyboard, Optical Super Drive, just the power cable hooked up. No Luck!
** a long pressed on Power Switch then released and power up with switch button again, all FANS Ran Speedily for a second then click sound appear for trying to boot up but then turned off immediately!
** RAM reseat and test bad RAM one by one, pair by pair, up and down. Boot up with and without RAM Riser Boards, No Luck!
** Power cable replaced, plug in different wall plug, No Luck.
