Not sure if fresh grads should register to BEM before or once after started working for PETRONAS. If the former is right where can a Professional Engineer be easily found to certify the degree scroll and transcript?

Gonna report to PET's LNG Complex in Bintulu on the 16th as a fresh grad. Haven't got the offer letter though. So wanna ask if one has to find their own housing and transportation when working in Bintulu for PET? Heard that it's hard to find cheap rental in Bintulu?
