You can transfer freely (from android to another android) because Android has several options how you want to backup your whatsapp messages. But for IOS, the only available backup option is to use ICloud (I am not sure about Google drive etc), which is not available for Android. There a few options actually, but you need to use PC/Mac to do this. I forgot what app/software I used last time. Maybe you can check on this tutorial.
