Try check with your VPN CS if there is known case of Webe throttling connection from certain port. I had similar problem with my VPN because Webe throttling some ports, use other port that their CS recommend and i can play Youtube 1080p60 without throttling except when the signal is bad.

Did you or your VPN changed the proxy?

Correct me if I'm wrong, afaik, if u use VPN, your data will be like this

You click to watch this video > your VPN fetch the video to the country you chose as proxy > then the video go to your phone from that country. So it'll be slower if your proxy is further.

Sometimes VPN do something like fetching data to several servers, i.e. you click to watch the video > VPN fetch to US > from US they fetch to UK > from UK to your proxy > then finally to your monitor, that's why it gotten much slower.

Or maybe your proxy is just too crowded, too many people using at same time.

I'm on Celcom now, no need VPN. 

Try my proxy server. Put these in the APN settings.

Proxy Server:mztangssh.ddns.net
Port:3128

I can't help you if you're on iPhone bro. iPhone has APN settings but it is totally different from Android phone's APN settings.
