LTE Cat 6 speed is only achievable via Carrier Aggregation or commonly known as LTE-A but LTE Cat 6 doesn't automatically equals to LTE-A as LTE-A can achieve much higher speed.

Cat 4 LTE-A means 10MHz + 10MHz. It's possible for any LTE-A network to have lower speed eg: LTE Cat 4 but LTE Cat 5 and above is definitely LTE-A.

Higher frequency doesn't automatically means it's faster. With the same bandwidth, 2600MHz performs equally fast as 1800MHz. Since 1800MHz is lower frequency, it can reach larger area and hence it's more likely to be congested.

Modem module on SoC doesn't influence as much as antenna does. So the bigger contributor here is poor antenna design.

If you have rooted phone, you could use network signal guru. It will show the band for the LTE right up.

Install network signal guru on a rooted phone and you could left only 1800MHz on so that you're always on band 3, Works on any phone.

Rule of thumb:
1. If that particular area is covered by LTE-A, it definitely has band 7 LTE.
2. If it's not a LTE-A covered area, chances are it still have band 7 LTE. Just install network signal guru on rooted android phone and disable all other LTE band except band 7 and if you do get signal reception, you can be sure that it has band 7.

Spectrum re-allocation will make Digi better off as they gain extra 5MHz for 1800MHz spectrum and it was done phase by phase according to areas. It's unlikely you will have prolonged degradation of service due to spectrum re-allocation. The only explanation for this occurrence is congestion.

5MHz still too much. Government should mandate 2G to have maximum of 3MHz or even lower and use other for LTE.
