Have you tried to disable your phone's VoLTE then restart your phone. Then re-enable it and restart it again?
If still failed, you can try to add the APN needed manually and see how's it goes.

It is normal for APN with IMS configuration not shown on most phone as it not meant to be selected as data connection. It will saved in your phone and activated the APN when you activated the phone VoLTE setting. Maybe you are out of luck.

Redmi Note 3 support CAT 6 LTE (LTE-A) up to 300Mbps biggrin.gif But for the VoLTE, maybe you try flash the latest Stable or Beta ROM?

Yes, DiGi do have agreement with Celcom and vice-versa for Domestic Roaming (In certain areas) for Voice call only. No data connection.

As long as you are on DiGi 4G or 4G+ network, VoLTE should be available.

No 4G+ indicator on Xiaomi phone. Not even on Maxis LTE-A smile.gif
DiGi used band 3 (1800 MHz) and 7 (2600 MHz), inter-band CA2
