Sport complex at commercial hub means is a public amenities, should not charge any fees to every house.

They should mentioned in the DMC if need to maintain same colour.
Colour code shall be provided inside owner hand book.
Differential colour tone, can not be worried to much. Cause even the same colour code will give you different tone if they are not in the same batch.

From the street light photos share here, the lighting is more than enough.

Street light + bollard light.

So the complain here is too much or too less lighting?
