IMO, both RUMAWIP and Hermington are within the same development plan. Can see 2 blocks mentioned in each applications.

I heard from my friend's friend who work as a consultant in this field (not with this developer) said this project already got the Development Order so is safe to continue the work without any obstructions. Worst case is the developer got fined, unable to pay and file for bankruptcy

It is not compulsory to sign the extra document. They will need to specify what kind of amendment they need to make and only if it's required by the architect or relevant governing authorities. The lawyer don't have right to force you to sign as it is not part of standard procedure. Just tell them you'll sign when the amendment is needed.

This is not possible as this is governed by HDA. And the consent only specified amendment on building plan and development order. Anyhow it's not beneficial or fair to us so it's best not to sign.
