Does any Celcom user encountered when u sms to certain special no, eg. 66628, 33488, 66600 or 66300, then u get a reply " [RM0.00] The service is not available. Please try again later. ***. I encountered this since May since I ported to Celcom. No time to call up Celcom to scold them.
The above are bank nos.
how to solve?

Sounds like setting for sms server still tied to the previous telco? You need to check your setting under the SIM. Might need to manually change it.

guys, if last month transaction...but refund this month..

how the rebate calculate?

minus from this month expenses?
*
I can confirm it will affect your cashback calculation especially if you hit ngam-ngam the RM800 mark.

With refund in place it will relegate your cashback to RM20 under the RM500 mark.

Will it affect this month's rebate? If this month's online spending is slightly more than RM800 but due to the refund it becomes less than RM800, will the rebate be capped at RM20 or RM50?
*
As explained in my earlier post. It will relegate your cashback to RM500 category which is RM20.

yes, that's for previous month right? what about this month?
*
It depends on when you received the refund. If you received the refund this month then it will affect this month calculation.

Like my case I spent the amount in July but refunded in August so it affects my August calculation.

I spent in September but refunded in October, however it still affected my September rebate. So will it affect my October rebate, again?
*
It should not affect your September rebate as per my case.
