1. what kind of service are you using (e.g Apache, IIS) to host the http?
2. confirm the connection port, default browser will always try on port 80, anything else you'll need to point it in the address
3. is it dynamic web? if not, why not just open the html directly?
4. you might have better luck by answering those questions and I dont think this is windows related.
