My mum has been using Celcom service since year 2004, and by that time government not yet annouced that all SIM card holder must register their IC.
Now I wan change telco service for mum from Celcom to Umobile, and they said the sim card not registered under my mum name so she can't port out.

So in this case i don't have the other party info, can you help to change hp number ownership as well?
