same here ...... I powered up my D9 to CP34xx but still don't find it exceptional against Blissey.
Maybe it's because I don't know how to use a D9.
Ppl always say D9 is the best attacker so I powered it up. But then I often use specialist pokemon in the end, like Lapras, Jolteon, Vaporeon, Machamp and Exegg.
When I use D9 against Snorlax, it can get seriously injured by a few Body Slam. Against Vaporeon, easily injured by a few Aqua tail. And my D9 also has to avoid DT Gyarados. Against Rhydon have to beware of Stone Edge.
I wish Niantic gives more HP to D9.
for now, I've one lvl 34.5 Lapras which I use for D9.
while I want to use my D9 as much as possible, I feel like their best use is to hide up in the gym.
I yet to encounter any pokemon can fight a blissey still finish the fight with more than 50% of the health. Enlighten me if there is. To me is pretty much 1 to 1 trade on blissey

If things go my way i can bring the monster with 10-20% health remaining to next fight.
Health issue? That is the same for every other pokemon (health) except blissey.
D9 can also tear snorlax, gyarados, rhydon down easily. Like our friend mentioned, you got to dodge and learn the timing.
