If your trainer level is 19. The max you can hatch or catch in the wild is pokemon level 19.

If your trainer level is >20. The max you can hatch or catch is pokemon level 20.

Raid boss are different. They are always level 20 regardless.

The max you can power up a pokemon is to +1.5 your trainer level provided you have the stardust and candies for it.
ex: If your trainer is 30, the max you can power up your pokemon is to level 31.5.

The max a pokemon can be powered up is to pokemon level 39.
ex: If you're level 40, the strongest level pokemon you have is still 39.
      if you're level 38, you can also only power up to level 39. Not level 39.5.
