Why his Zapdos and Lugia CP so high but the powerup stardust and candy is still lvl 1? Is it max level 40 liao?

A question here.....
CP high doesnt mean iv high, right?
For an example....
I got 2 lugia
1st Lugia CP is 2006 and 2nd Lugia CP is 2033, I checked iv calculator Lugia CP2006 iv is higher than Lugia CP2033 by 2%
but for Tyranitar.......i got 5 Tyranitar, higher CP the iv is higher

Yup, both level 20

I recheck it many times....result still same. And i m using this website to check. If i input something wrongly it will show "no possibles IVs found".
And i check my other account.....2 lugia also.
CP 2027 iv is 91%
CP 2034 iv is 89%
Weird ler.....both of account lugia CP low but iv higher by 2%

Your lugia also same. CP higher but iv lower.

My Lugia CP 2034, 2006 and 2027 iv is higher than your Lugia CP 2036 but CP is lower than your lugia ...really weird.

For those who always raid legendary.....yes, they roughly know the iv from the legendary cp pokemon.

I use your iv calculator check my weird Lugia....results....same. High CP lugia iv is lower than low CP lugia.
1st account Lugia
CP 2034 iv 89%
CP 2027 iv 91%

2nd account Lugia
CP 2006 iv 89%
CP 2033 iv 87%
If compare all this 4 lugia together.......headache and make me more confuse

Lazy to check anymore....collecting rare candy and ready to power it up but rare candy really rare nowaday

I just noticed got new update.....havent update yet. But just caught a lugia with last ball and also checked my phone....dont have any update yet

What is the best pokemon to use for Suicune? Since Suicune start here first.
Zaptos? Jolteon? Or any recomended grass type mons?

Seem like Tyranitar is very useful. It can be use for almost all legendary. But for Suicune....Tyranitar is not in the list.
Luckily i power up a few of my exeggutor last time for gym battle.....now can use it for legandary.
Tangela and Victreebel also can? Their defend so and so only

Me too....caught lugia and articuno last 2 days with last ball with older version. Lugia critical catch and Articuno normal catch.

Lol...this Suicune iv same like lugia....high CP got lower iv
CP 1584 - iv 91%
CP 1586 - iv 82%
CP 1570 - iv 84%
CP 1570 - iv 82%
CP 1596 - iv 89%
CP 1588 - iv 84%
CP 1568 - iv 87%........and so on cause i caught 11 Suicune out of 16
