At which level does the Power-up button becomes grayed out ?

Since I'm at Level 37, my Pokemons should be now at Level 38.5, right ?
Once I reach Level 38, I should be able to power twice and grayed out. --> Pokemon Level 39.5

Shouldn't it gray out when I reach Level 39 ?

How hard was it to catch that dragonite? Saw a 2700cp one the other day used Berry and ultra balls and it still ran away. I'm lvl 33.

I just caught a 96% Lapras with FB/IB but lvl 21 only... should I power it up to use as an attacker??

the other Lapras I've is 23xx CP with IS/Blizzard which I used to use it as a defender.
I also got another lvl23.5 CP16xx IV 82% Lapras with FB/Blizzard.

I've evolved 3 Chansey so far... none with optimal move.
Waiting for double candies event to transfer 33 chansey to Prof X.
