hey, im seriously in dilemma right now. should i buy the parts first and wait for the gpu prices come down after RTX series released?
im scared hard to find stock

Anything above a year I'd personally stay away as mining cards usage are usually like 2-3x more compared to a gaming card. Ask him to provide some really close up pictures of the GPU so you can judge yourself the condition of it.
