Current rig is an i5 3470, gpu died a while ago. Not sure if i should go for a new rig and run onboard graphics or upgrade current rig with overpriced GPU. Please advice

Recently acquired a MSI RX470 4GB at a good price, i noticed that my current i5 3470 is bottlenecking and cpu usage is often at 99% usage
