Nobody can tell you if prices/stock will get better by June. Either way, you should wait for Intel's 11th gen release, which is in March 2021. First question, are you willing to build it yourself? If not, disregard everything after this and get a prebuilt from OEMs.
I'll also be assuming you'll be using it mainly for gaming with light editing workloads.
If you're building it yourself, here's some recommendations with approximated prices from Shopee:
CPU - Intel i5 10400f OR 11th gen equivalent [~RM1050 bundled with mobo]

TOTAL = approx RM4029
The remainder of your budget can be put towards your monitor and peripherals if needed. Can definitely squeeze in a 1440p 144Hz+ monitor in there assuming all the prices above.
Note that the build will be low on RGB or any lighting at all, if you don't like the stealth look, you can go and pay the RGB tax and pimp out your build (waste of money IMO, especially for budget-oriented builds).
Also, if you're planning to wait for the 11th gen CPUs, the prices will differ, and you should also get the new generation of mobos that will support it.
RTX3060 is not available for sale yet (releasing Feb 25th), so those are approximate prices. Regardless of your build, I think you should definitely snag it on launch day, because that is your best shot at a mid-high end GPU at MSRP with the hyper-inflated market at the moment.
Monitor recommendations for 1440p 144Hz are LG 27GL850, and ASUS VG27AQ.
