If you go for Ryzen path, you will need to get a super low end GPU for display because it doesn't have any integrated GPU, even the basic one, this will increase the total cost and over your budget (cheapest Ryzen 5 1400 + cheapest A320 mobo + cheapest GT710 = RM 100+ more than Intel build).

It's better save some money and upgrade to Ryzen 1600 and for the next 3 years won't have any issues on slowness for desktop pc .

AMD Ryzen 5 1400 outperforms i5 7400 in general.

Its unlikely Coffeelake going to come cheap. Knowing Intel, it might be more expensive than Ryzen 5 1600. If it hits Ryzen 7 1700 price point, you know what to buy. Price is not confirmed.

Option 1:
Sell off your motherboard and buy Ryzen setup. End of dilemma

Option 2:
Buy G4560 and wish the price isn't too high for 6 core Coffeelake.

Yes but check your motherboard memory support list (QVL) before buying it. I think Intel boards won't have issue though.

EVGA OEM is Super Flower on most of the models. Both are top quality. If you have no plans to go high end graphic cards, 550W is still plentiful.
