Depends on PSU quality. Those low cost ones are dangerous. Risks for going out of spec is high ripple and noise or ATX specifications which could damage your connected hardware or, explodes immediately.

There is no reason for saving money on power supply. You are playing with electricity. You can try saving money on the rest of the parts, not the power supply.

2600X has faster clock speed. Some apps and games loves speed instead of more core.

WD Blue 2TB onwards are crap products. 5900rpm I think. Go for Seagate instead.

Corsair TX 650M is slightly more expensive. Go for that since it is significantly better performance.

Going Galax GTX 1060 could save you around RM200. You can go 1 SSD first if you are low in budget.

According to viewnet pricelist, optional:

CPU: Ryzen 7-1700 for the same price as 2600x
Motherboard : Gigabyte B450 Aorus M (saves RM70)
SSD: 500Gb Samsung 860 EVO SATA (double capacity for RM100 more)
GPU: Galax GTX1060 OC (Save RM230)

Getting a larger SSD means longer lifespan too, usually
