Intend to upgrade the CPU when the final generation AM5 is available in the future while keeping the GPU as is.
Estimate at least 5-7 years usage.
Is this mindset reasonable for the above setup?
Are there anything you could suggest changing to lower the price while not lose much performance?

Yes Asrock do have crap stuff but they also have good value for money ones like my B660M PG Riptide, PG Sonic, Steel Legend. Giga lower to mainstream mobos are all shits. Asus tax.. well if one is gonna be paying an ITX tax might as well pay extra for something good (in the context of ITX).

The upgrade context is like for example: The current AM4 ...can still upgrade the CPU (eg. from 2700x to 5800x3D) without having to change the RAM or motherboard.

Prolly that ADL is the better option, perhaps can go with Pentium G if cost is much lower. It will need at least PCIE Gen4 for the bandwidth, cuz will need a miniSAS to PCIE x16 converter card. Which meant the CPU must have iGPU too.

What I gather, SAS HDD are a power hog, able to spin up to 10k RPM(!) so a bunch running would draw lotsa power, I suggest up to 850W PSU depending on how big his array will become. I think 10 x 10TB drives will be sufficient to power?

For example, based on Czone, Viewnet and even shopee prices, the ASUS ROG Strix Z790-E is around RM3K+.

On Amazon tho, its around RM1.8k or $399 usd. Quite the mark up in our local market.
