Which should I upgrade first?, CPU or GPU? Possible bottleneck?

low budget I go with c2q 9450/9550/9650 then get a used 3-4year old decent card (eg. r9 270, gtx660ti etc) personally using C2Q9650 I feel it faster than i5 6mb cache model. just my 2 cent
