IMO, the vios should be able to see that there's a motor coming (1 headlamp) and thus should give way before crossing right?

Unless the motor came out of nowhere which couldn't be considering the motor's speed.

So most likely the vios crossed without looking at the opposite traffic or he just doesnt give a fucuk about motors.

Yes I think the moto saw the car last second, the motor panicked and seems not competent to avoid.

Scenario 1, it was a corner road and the motor took a fast corner.
Scenario 2, it was a long road.

I wouldn't say it's the motor fault if it were a corner, but if it were scenario 2, then a different approach needed already.
