Car Tint Advise Needed, RayTech, VKool, Huper Optic, 3M or .....

just done my car check at puspakom, the visibility for each windows front - 83% rear - 82% side right - 81% side left - 80%
so if I install Huper Optik C40 which has 40% VLT, the actual VLT will be much lower right ? lower then 40% ?
