Err if you only need GTX 1060, you can try to swap with someone planning to downgrade from 1060 to 1070. Or if you feel 1070 not enough, you can try to swap +top up for GTX 1080 or 1080 Ti. Either way, will loose some value. Otherwise just use the the GTX 1070, its a good card.

Never played CoH but I did encounter similar problems witha few games when i swap card before. There s chance your CoH graphic setting file did not update or recognize the new card. So my suggestion

1. Try to look for the game graphic setting file (depends on games, some in game folder, some in My Document/<game>/........ Maybe a file in .ini or xml format, or some other format. Try renaming the file, or normally what i do, i copy to copy to different folder and delete the file. So when the game starts and it doesnt have the graphic setting file, it recreate new one. Just be careful dont delete your save game pulak.

2. Try using DDU to do full driver uninstall/ clean (both Amd and Nvidia drivers, sometime normal uninstall not good enough as files or parameters still left in windows registry) and reinstall driver again. I always use DDU even changing between Nvidia cards

Interesting rumours that GTX 1070 Ti from AIBs will all come out with reference clock speed (but can still be overclocked). And also another rumor claim that Nvidia came up with GTX 1070 Ti because shortage of GDDR5X.

Rumor has it probably sometime April if during GTC or in June during Computex. But the more interesting rumor is that Nvidia launching 2 types of GPU, Ampere and Turing. One locked for gaming and the other or mining. Anyway, all these are just rumors. But a few articles I read did give some credence to this, as Nvidia is concerned that miners hogging up gaming GPUs will kill the PC gaming market and drive gamers to consoles. I do hope its true. Some article said the GTX2070 probably has GTX 1080 Ti performance, then GTX 2080 and GTX 2080 Ti will be even faster.

The next gen rumored to use GDDR6. At least its not as expensive as HBM2. But sure hope that the GPU being locked on hardware level to either gaming or mining is true, as this will help stabilize price. At least miners can hogged the gaming GPUs and drive the price up.
