suggest you survey first before the wedding fair. once you've shortlisted, go to the wedding fair and see if they give additional discounts.

what i did was, i looked around and more or less decided on a particular hotel already. i waited for the wedding fair. the package price was still the same, but if sign up within the 3 days during the fair, they give extra 1 barrel of beer with min 30 tables confirmation. apart from that, i nego with them further, and they are throwing in additional freebies such as backdrop for photobooth + 1 additional free room stay.
