Bumiputera != Islam

They can classify you as a Bumi without the need to set your religion to Islam.

I'm not even sure if they record your religion as it's a totally useless anyway (they don't need it for any purpose, they just need to know Bumi or Non-Bumi).

did some search and found below info for complete list of non-bumi who can labur in Bumi funds..

Golongan minoriti adalah satu golongan yang telah mendapat kebenaran khas dari Perdana Menteri untuk melabur dalam semua unit amanah yang diuruskan oleh ASNB iaitu:

If you read what they say properly, what they are saying is that non-Bumi Muslims are considered a "minority", just like the Siam, Portuguese and Eurasian so they are allowed to invest in Bumi only funds. If a fund contains Bumi and non-Bumi quotas like AWS2020, they will still be categorized as non-Bumi.

From this it is pretty clear that as far as ASNB is concerned, Muslim are still not Bumiputera. Bumi is based on ancestry, not religion.

That's not how it works. They're just changing the benchmark from 3 Months KLIBOR (currently 3.65%) to Maybank 12 Months FD Rate (currently 3.35%).

It's just a benchmark and has nothing to do with the actual performance of the fund. As they said in their explanation this is because it's more appropriate for laymen who doesn't have access to KLIBOR rates (Interbank lending rates).

As it's an election manifesto, it'll only be implemented if they win. Also, we're still not sure if they'll implement a new fund for multi-tier dividend and whether the multi-tier dividend will pay higher dividend for higher balance or the other way around.
