I don't think so, unless u can proof u don't know they are going to use in Malaysia, else u are part of their system. Like u wrote a software to hack a bank, u didn't hack, but those are your code, and the bank lose few billion and the person who hacked did pay you, u hardly can say u just wrote the software.

I think u guys misunderstood my question, I am asking if someone do gambling game development in malaysia, and that is going to be hosted oversea (which online gambling is legal in that country), is it legal in malaysia to work on this kind of project?

any illegal activities in malaysia like p0rn, gambling, forex etc, developing, IT support and customer support NOT illegal.

there a few companies doing it. Your operation is IT/support. Not that illegal thing itself.

Same, it is depend where you operate this gambling business. if this gambling business is for malaysia and it is illegal regardless whether it is hosted anywhere in the world. For development alone, maybe you have to put in the clause in the agreement as mentioned this development is not use within Malaysia and be specify which country to use. If anything happen and you will have proof as you develop this apps for other country NOT malaysia.
