No.. the thyristor or the RCD (fuse) should not get hot and yes there is a small current passing through for the LED to light up but not enough to energise the thyristor to switch on the pump..Edit * Also it requires water to flow to move the built in magnet in the heater piping to switch on the reed switch before the element heater will operate..
