Setup LAN cabling to each of the floors and then setup router on each of the floor. Wifi signal does not penetrate thick walls.
You may consider setting up a switch on the ground floor your house. The switch will connect with your ISP modem or router. From switch,the LAN cables will go to the each of the router on each of the floor.
