actually it depend how you drive and road topography as well. more often you accelerate, high fuel consumption. road bump, traffic light and road gradient (more climbing than downhill) also impact the fuel consumption.The best one i can achieve only 14km/l, only when i drive with alot 'patient'..

my suggestion, see the meter panel. more often you see blue light rather than green, it show increase of fc.
