Nope. Those are under ECE regulation. They call it asymmetrical beam pattern
For right hand drive, the cut off line for right side need to be lower than left side. -----\____
For left hand drive, the cut off line for left side need to be lower than right side. ____/-----
This being intentionally done to prevent further glare to the traffic in the opposite direction.
It doesn't matter whether its high tech or low tech, just that projector type can have a nice cut-off line, while reflector type still have slight glare.
So do take note that, when ordering headlamp from oversea, make sure you 2x check with the seller to confirm the headlamp is made for the left/right hand drive car else you will just end up blinding others even on low beam.
