Does his MBP comes with a DVD drive? If so you need to go and get the installation/recovery OSX disc. Boot it off the disk press start and hold the option button. You will see the disk select it and follow the steps

Now you need to look for someone that have a bootable USB installation disk. If can't find any Google where to download the ISO file and make your USB bootable. You need min 16GB USB stick for this

TO make a USB Bootable you need a running Mac to start with.

You need to download the installer from the running Mac before doing the following.

https://support.apple.com/en-us/HT201372

Currently that is the best method to format a Mac with empty HDD

Agreed with onscreen below, I did that previously as well. Make a bootable USB for Mac OS Sierra.

Yes, you need another Mac which is connected to the internet to create a bootable USB Mac OS. The guide is as shared earlier (https://support.apple.com/en-us/HT201372).

Then with the USB, plug it into the Mac with the empty HDD and follow the steps below to install the OS.

If yours is a MBP 13 mid 2010 with it's firmware updated. Try to attempt internet recovery instead. Just need a rather fast and stable internet,

Else, get someone with a mac and internet and a blank USB thumb drive ready. Download any OS upgrades from appstore, download diskmaker X and create a bootable USB from there.

Then plug it in, hold Option key during startup and see if the bootable USB shows up and take it from there.
