I think it still need to compatible with webe band 5 to utilise lte. As long as it supports band 5.

tether does not necessary be using wifi. It can tether using Bluetooth as well. As long as it's share across multiple devices under one account, it's consider tethering.

It's the same as using it on mifi which won't work. Only way illegal tethering works is on rooted/jailbreak smartphone. As far as I know.
