Transfer from private uni to public uni?

It is difficult for a foreigner to join Malaysian Public Universities without an internationally recognized pre-university qualification (eg; A-Levels). Are you interested in agriculture? If you are an Indonesian, Institut Pertanian Bogor (IPB) is a well-known place to study agriculture... Malaysians go there to study Veterinary Medicine (DVM). http://ipb.ac.id/Is it because public universities in Indonesia still uses Bahasa Indonesia for their university courses that you wanted to study in a foreign university?
