if you need portability go school or go work that needs compact everything in a machine... you kinda need laptop.. but if you gonna place the machine in 1 place just purposely for gaming and rarely bring it for LAN party, then i think desktop still cheapest than laptop for that budget... with monitor... keyboard and mouse.. i able do gaming rig at cost me rm4k at most.. with high spec gpu and cpu

if you throw in 1600 x, way over his budget already, graphics card + CPU, cost him near to 3.5k  already

no need monitor ? storage? ram ? PSU ? mainboard ?casing ? cooler ?  

You ARE getting a laptop right? AMD stuff with that spec won't be coming up until next year. This year AMD will be focusing on raven ridge apu first.

So expect around i7 7700hq and gtx 1060 performance later this year.

I guessing ryzen 5 2500U apu only with no discreet gpu (around mx150 performance)to come first in abundance and....

..... then the rare occasional  the same apu but equip with rx 570 4gb or 8gb gaming laptops to come afterwards

But intel is gonna make sure they got the worst display imaginable and the slowest hdd, so make sure you are tech savvy enough to handle those issues first bro.

No newbies are allowed to buy AMD based laptop. They are best handled by the veterans and the willing
