I have a inactive prepaid Umobile Power with a balance of rm60. Can I convert it to Umobile Hero P28 together with the balance of rm60?

Why write off rm60 for the first month n not rm28, with rm32 bring forward to 2nd month? Do I need to make it active first b4 asking for conversion?
