They said it is capped ad 1.5Mbps. I would say it is indeed enforced because in real world it is somewhere around that.

Webe capped at 2.0Mbps and it is enforced thus the read world speed is somewhere around that.

You mean you can't get TAC on your smartphone but on your feature phone (dumb phone) it works just fine and you manage to get your TAC?
