How come Negeri english translation is "state", Instead of "province"

state = negeri province = state. muria use state system, kanada use provincial system |

USA or United States of America , consist of 50 states control by governors.
Malaysia , consist 13 negeri or states control by Sultan and Menteri Besar. Indonesia , do no have states or negeri that is control by someone , so the word negeri in Indonesia has same meaning as Country or Negara.
