Your ram actually enough already, btw why is 10GB? How many slot and /slot gb?
Your processor and GC also not bad too, for me I will go for SSD.
SSd and HDD speed really different a lot, when start up pc also faster a lot compare to HDD.

If his board got 4slots 4+4+2 or even 2slots 8+2. i7 4th generation look like should be ddr3, so ddr3 possible come with 2GB too.

Some browser mean normal internet browser only? Or mean still got other software?
If is normal internet browser only it does not use many usage of ram.
Sometime about your OS too much junk or some useless and high usage software. Example some rubbish Chinese software.

Normally OS just around 60-80GB, you don't need every software must install at SSD, you can choose some one that always use or like game in SSD, other else like normal software just store at HDD.
