24" Monitor or LED 30" above better, Finding

Im currently building a low cost pc which only have gtx650ti with 4gb ram.
My question, do i need monitor or tv for better gaming experience.
This question happens cause one of my friends told me that i cant fully utilise my gpu since the original led screen already have their own gpu. Is that right?
And if possible please suggest me best 24" monitor or led tv to suit my pc.

I would say, upgrade the gpu first before the monitor if you use it for gaming. Gtx 650Ti is very slow even for 1080p gaming

VPU and GPU are different. VPU handles the colour information and image enhancement, while GPU runs the code feed into it and render the scene.
