Have to spend money on Steam to be able to use add friend feature from Steam. Another way is to get the friend ID from in-game DotA & add from in-game DotA. You can add friend via friend ID on the Friend tab at the bottom left of your screen.

I had the same issues before. Copy the URL of the person whom you want to add and paste it in your steam browser and send add friend request. good luck

should be able to add friends using dota id while ingame.

Each player has a unique game ID number that can be used to add friends.. Just go to your profile in dota where you can see your previous games and lifetime stats. You can ask the person you wanted to add for his friend ID number as well for you to easily add him. If your account is new, you might be required to do in game purchases or top ups first before you can add people to your account.
