try changing your DNS.
Google DNS works fine.
the PSN network test is shit, don't believe what you see.
I've gotten 2Mbps down on the test, yet download at full 50Mbps (give or take, obviously)
hell, even got 100Mbps sometime last week for no reason

if this is taken from the test, try downloading something.
If you're not satisfied with the speed, try changing the DNS.

you can have multiple accounts on your PS4.
I myself am using a USA PSN as my main and MY account for secondary.
You can buy whatever games you want via USA PSN, but just to be safe, don't buy any DLC from that region as some may not work on your R3 account.
The games themselves should work just fine, however.
