Yes, they are selling only the plates and that is allowed. Penang plate is at PHD currently.

Should be RM3K to RM4K like that, depends on the owner lor, if the owner wants to tarik harga, he asks for RM10K also you have to pay if you're so desperate for such a number. I prefer PA 55, sounds like PASS
