Hi did anyone experience this issue ?? Feel the animation kinda laggy when scroll down and up using safari or chrome.

Mbp 13 2014 8gb 256gb latest os sierra ... bought second hand on lyn ... just did a clean reformat.

I heard capitan is more stable ... can downgrade ?? Is it safe for newbie to perform ??

Because of hardware issue or OS issue ??

The scrolling sucks ><

It could be a hardware issue. I am using the lowest spec MBP 13 as well but all of that works fine for me. Scrolling is smooth on both browsers.
