Macbook pro 13 retina 2014 lag, When surfing chrome and safari

Hi did anyone experience this issue ?? Feel the animation kinda laggy when scroll down and up using safari or chrome.
Mbp 13 2014 8gb 256gb latest os sierra ... bought second hand on lyn ... just did a clean reformat.
I heard capitan is more stable ... can downgrade ?? Is it safe for newbie to perform ??
Because of hardware issue or OS issue ??
The scrolling sucks ><

Scrolling is smooth on both browsers.

i see ... bro is there any way to eject hdmi cable from mac ? i using monitor sometimes ... so dont know what to do when i need to pull out
