You just need a Pokemon Trainers Club account, which completely separate from NNID. Just make sure that you register the correct language because they're independent from each other (english for US/ EU carts, japanese for jp carts).

The bad part about JP account is they only allow kanji for your real name. It's like there's no foreigners in japan at all or something.

It's better to register from http://www.pokemon-gl.com/ than pokemon.com itself. Much easier to navigate.
